The Clinton administration was just one in a long list of administrations that tried but failed to get healthcare reform, alas, accomplished by the Obama administration. It should be noted that the mandate originally was a republican idea. Just ask Mitt. Obama was originally against a mandate, but changed his mind. The mandate works by lowering costs for everyone by having more people in the pool. Ultimately, we all pay for the uninsured and under-insured.
